Personal Hotspot can take some time to select a connection from the iPhone to the device as it has to decide to connect at 2.4 Ghz or 5 Ghz. Sometimes it helps to 'Forget' the previously used Wi-Fi Network in the device prior to connecting to the Personal Hotspot, although it should do the swap when you select the iPhone Hotspot.
